Decision layers

Evaluate an adjacent service through repeated demand, customer fit, scope, licenses and permits, safety, insurance, people, equipment, estimating, suppliers, systems, working capital, delivery, quality, recovery, and ownership.

Customer requests establish interest. They do not establish capability, authority, margin, or acceptable risk.

Bounded test

Define a narrow service, qualified customer, permitted geography, representative job, price, capacity limit, review method, failure signals, stop rule, and owner.

Preserve actual labor, equipment, subcontractor, disposal, travel, permit, insurance, rework, delay, overhead, and collection costs.

Demolition boundary

OSHA identifies demolition-specific requirements and hazards, including an engineering survey by a competent person before demolition work begins. That example shows why an adjacent service can carry a different operating and regulatory system.
