The operating model has eight controlled layers: purpose, workflow, data, roles, controls, human escalation, measurement, and retirement.

NIST's AI RMF core places executive responsibility, role clarity, monitoring, and decommissioning inside governance. The Generative AI Profile applies govern, map, measure, and manage across the lifecycle.

Census BTOS data show adoption varies by firm size, industry, and function. A company-level “uses AI” flag is not evidence of workflow depth or outcome.

The note does not require microservices, a vendor, or a fixed capital budget. Architecture and spending follow the verified workflow constraint.
