NHTSA warns that Standing General Order incident counts are not normalized by fleet size, miles, or ODD and that reporting entities have different access to crash information. Raw counts cannot rank entities.

Company data hubs can provide methods and downloadable data, but they remain company-authored evidence. Reproducibility, benchmark alignment, sensitivity analysis, and independent statistical review remain necessary.
