AI strategy begins with the business that must adopt it. The relevant constraints include market position, customer promise, installed systems, data condition, rights, regulation, distribution, capital, operating capacity, workflow ownership, reviewer authority, and failure consequence.

A visible model capability can therefore produce different starting points. One organization may use it to support an existing process. Another may build a narrower product around a new interface.

Evidence

Holland and Kavuri's 2023 HICSS paper compares incumbent insurers and new entrants through product, process, and value-chain innovation. In the cases studied, incumbents generally used AI to defend and enhance existing strengths, while entrants used it to create new products and customer experiences.

The paper supports a comparison framework, not a universal law. Incumbents can build new systems. Entrants can quickly accumulate legacy constraints. Company age alone does not determine strategy or execution.

NAIC's current AI topic record shows that insurer use spans multiple lines and functions and that regulatory work focuses on governance, risk mitigation, data, potentially high-risk models, and examination evidence.

Public boundary

The public essay should not recommend AI adoption, excuse legacy modernization, predict a company's success, or label an insurer innovative from its interface.

Every strategy must connect capability to an authorized workflow, lawful data, consumer impact, controls, economics, and accountable ownership.
