Follow-through can be affected by choice and effort, but it can also be limited by unclear goals, missing skill, variable capacity, inaccessible environments, scarce resources, competing duties, organizational rules, discrimination, and wider structures.
The World Health Organization's ICF framework treats functioning and disability in context and includes environmental factors. WHO's social determinants of health record names conditions, power, money, resources, and structural drivers. These sources directly contradict a moral model in which every outcome can be attributed to personal discipline.

In the United States, the EEOC's reasonable-accommodation guidance describes changes to the work environment or the way work is performed for qualifying disability-related needs. The federal FMLA regulations describe leave rights, eligibility, and covered situations.
