Technical fluency is the ability to decide responsibly across purpose, economics, data, dependencies, risk, and evidence. Coding is neither required nor sufficient.

NIST's AI RMF assigns executive leadership responsibility for AI risk decisions. Cybersecurity Framework 2.0 connects governance to enterprise risk. The SEC's cybersecurity disclosure rule requires covered companies to disclose management's role and board oversight.

A tabletop tests whether evidence, authority, communication, and business consequence meet before a real incident. CEO attendance depends on the decision, not ceremony.
