Verification standard

A federal filing requirement is not verified by finding a government-looking page or a recent search result. The record must connect a defined person or entity, jurisdiction, triggering event, and date to current controlling authority and operational guidance.

Required evidence chain

Start with the exact question and minimum non-sensitive facts. Identify the agency, statute, current codified regulation, relevant Federal Register documents, official alerts, effective dates, later amendments, and any court order that actually affects the reader's position.

Classify each source by role. A statute grants authority. A regulation creates or changes an operative rule. The eCFR presents current codified text but is officially described as authoritative and unofficial. A Federal Register document records the agency action. An agency FAQ explains the agency's view but may lag the rule. A court order can stay or limit enforcement. A press release can describe policy without itself amending regulatory text.

For the BOI example, the FinCEN hub, current 31 CFR 1010.380, March 2025 Federal Register rule, and Treasury announcement have different evidentiary roles.

Decision states

The record should end in one of four states: act under accountable approval, do not act under accountable approval, hold while a named uncertainty is resolved, or escalate to qualified counsel or another responsible authority.

An old article, AI answer, newsletter, vendor checklist, or search snippet may help locate a source. It cannot own the decision.

Preservation

Store URLs, titles, publication and effective dates, access date, relevant section, copied or hashed source evidence when permitted, interpretation owner, decision, operational evidence location, and refresh trigger. Keep identity documents, credentials, personal identifiers, and unnecessary privileged material out of the ordinary note.
