High-Impact Systems Consent and Safeguard Record

Human agency is part of readiness when a system can affect a person's body, movement, privacy, work, care, or physical environment. Evidence alone is insufficient if the affected person cannot understand the decision, refuse where refusal is available, withdraw from research, obtain support, report a problem, or identify who remains accountable.

HHS informed-consent guidance describes consent as an ongoing communication process involving disclosure, understanding, and voluntariness. A signed form does not complete that process. FDA's IDE overview requires informed consent, monitoring, records, reports, and investigational labeling for covered device research.

Robotics requires a different but equally explicit operating boundary. OSHA's robotics standards page notes that no single robotics-specific OSHA standard covers the industry and routes readers to applicable machinery, energy-control, guarding, and consensus standards. That boundary matters because a clinical implant, industrial robot, service robot, and assistive arm should not be collapsed into one generic safety verdict.

The public essay should require a named owner, recorded limits, practical intervention, maintenance, incident handling, change control, and reevaluation. It should also distinguish research consent from product consent and employee authority from voluntary consumer choice.
