Home Hardening and Insurance Evidence Research Note

Home hardening can reduce physical vulnerability. It can also create evidence used in underwriting, eligibility, catastrophe models, or premium credits. It does not guarantee an offer, renewal, or net premium reduction.

The correct sequence begins before construction. The homeowner identifies the peril, checks the accepted standard, confirms program and insurer requirements, obtains any required pre-work inspection or approval, uses qualified contractors, preserves permits and product records, completes final verification, and submits the resulting evidence to the insurer.

My Safe Florida Home is a state-specific wind-mitigation example. Its July 2026 public materials describe a program administered by the Florida Department of Financial Services and subject to annual appropriations. The program separates an initial inspection from a grant application. Matching grants can provide two state dollars for each homeowner dollar, up to a $10,000 state contribution. The page also describes low-income grants up to $10,000 without a match.

The current program requires grant approval before construction. It limits funded work to recommended improvements documented by the initial and final inspections. Exact property eligibility, insured-value limits, application phases, grant funds, and deadlines can change.

FEMA's wind retrofit guide and IBHS standards support peril-specific construction decisions. Public guidance should send readers to current program, regulator, insurer, contractor, and engineering sources rather than present one checklist as a national rule.
