Verification should preserve the received file, hash it, record source and custody, inspect container and metadata, validate any C2PA manifest and signature, identify the trust anchor, compare claimed actions and ingredients, obtain the original or earlier generation where possible, and corroborate the depicted event.
Valid credentials can support who signed a provenance assertion and whether bound content changed after signing. They do not prove that the assertion is truthful or that the depicted implication is true.
Missing credentials do not prove an image is synthetic. Platforms can strip metadata, tools may not write it, and older or ordinary camera files may never contain it.
