Decision unit

A city comparison should answer one traveler's decision for a defined trip. The minimum unit includes traveler, purpose, dates, duration, season, lodging neighborhood, airport, budget, mobility needs, language needs, health needs, planned activities, working hours, and tolerance for uncertainty.

Comparable boundaries

City proper, administrative region, urban area, and metropolitan area are not interchangeable. A cost or population comparison needs the same geographic unit on both sides.

Accommodation should be compared at a similar quality, privacy, location, cancellation term, and booking lead. Mobility should include airport arrival, ordinary daily journeys, accessibility, luggage, late-night return, and backup. Food should reflect the traveler's actual consumption rather than one memorable cheap or expensive meal.

Evidence classes

Official city and operator sources establish current services, routes, access, and visitor information within their scope. Direct dated quotes establish the offer available for one itinerary. Advisories and destination health sources establish dated official guidance. Personal accounts establish what one traveler experienced.

No class is neutral by default. Tourism offices promote destinations. Operators document intended service. Booking quotes reflect inventory and commercial rules. Advisories reflect the issuing government's risk method. First-person accounts reflect a particular traveler.

Weighting method

The traveler should choose criteria before gathering impressions, assign weights that reflect the trip, record evidence and uncertainty, then test whether the decision changes when one important assumption changes.

The method should permit no winner. A traveler may find that different cities fit different trips or that missing evidence prevents a decision.
