Meta Horizon OS: Partner Platform, Not Open-Source Release

Meta Horizon OS opened a mixed-reality platform to named hardware partners. The announcement did not release the complete operating system as open-source software.

Meta Horizon OS Partner Platform Record

Meta Horizon OS is the mixed-reality operating system that powers Meta Quest headsets. Meta introduced the name and a wider hardware-partner strategy on April 22, 2024.

The announcement opened a platform to named partners. It did not release the complete operating system as open-source software.

The April 2024 announcement

Meta’s mixed-reality ecosystem announcement said third-party hardware makers would be able to build devices using Meta Horizon OS.

Meta named ASUS Republic of Gamers, Lenovo, Xbox, and Qualcomm relationships. ASUS was described as developing a performance gaming headset. Lenovo was described as developing devices for productivity, learning, and entertainment. Xbox and Meta were working on a limited-edition Meta Quest. Qualcomm supplied processors integrated with the hardware and software stack.

Those statements describe planned work. They do not prove that each device later shipped, retained the same scope, or remains current.

What the platform contained

Meta described a stack containing inside-out tracking, controllers, hand, eye, face, and body tracking, passthrough, scene understanding, spatial anchors, identity, avatars, social graphs, store distribution, discovery, and monetization.

That stack explains the partner value. A hardware maker can use capabilities that would be costly to reproduce. A developer can target a shared platform and potentially reach more devices.

The same stack creates dependencies. Meta can influence platform access, technical requirements, identity, social services, stores, discovery, monetization, policy, compatibility, and roadmap.

What “open” meant

Meta said the operating system began on the mobile foundations of the Android Open Source Project. AOSP components can be open source while Meta’s complete platform remains a combination of open and proprietary layers.

The announcement did not provide a complete source repository or an open-source license for every component. It described access for device makers and a wider application ecosystem.

Open platform is therefore the precise description. It recognizes real participation without inventing source-code rights.

The developer surface

Current Meta Horizon OS developer documentation includes SDKs, reference material, performance guidance, platform services, and device capabilities.

That documentation establishes an active developer surface. It does not establish that any specific 2024 partner device was completed.

Meta said Horizon OS began on foundations from the Android Open Source Project. That ancestry matters because it can reduce the work needed to support familiar tools and components. It does not make Meta's full mixed-reality stack, stores, identity systems, certification process, or services open-source software.

A developer evaluation should identify supported devices, SDK versions, engine or framework, store path, review requirements, account and identity dependencies, data permissions, performance requirements, accessibility, testing, monetization, support, and lifecycle.

A device-maker evaluation requires another layer: commercial access, hardware certification, processor constraints, update authority, branding, security response, supply chain, store relationship, support duties, and exit.

Store and distribution

Meta said it would reduce barriers between the Meta Horizon Store and App Lab and make qualifying applications easier to discover. That was a directional platform plan.

Store access should be checked against current policies before publication. Submission, review, ranking, fees, age requirements, content rules, regional distribution, and support can change.

The value of a common store does not prove neutral distribution. The platform owner still operates important discovery and policy systems.

A current-state check

Meta later shipped the Quest 3S within its own Quest line. That is evidence of continued first-party hardware execution, not proof that every partner concept named in April 2024 became a retail product.

A responsible partner record should distinguish an announcement, a development commitment, a demonstrated device, a product page, and a product customers can actually buy. If later primary evidence cannot close that chain, the original item remains a plan.

The E013 forecast boundary

E013 saw a common platform as a way to improve hardware choice and developer economics. That is a reasonable mechanism. It is not proof that Meta would dominate mixed reality or that open platforms always defeat more integrated competitors.

Adoption depends on devices, applications, comfort, price, developer economics, distribution, enterprise requirements, privacy, security, accessibility, and execution.
