The license record should identify the artifact and version, source, acceptance event, granted rights, conditions, restrictions, acceptable-use terms, attribution, naming, redistribution, derivatives, output provisions, commercial thresholds, termination, governing terms, users, systems, data, distribution, owner, reviewer, evidence, and change trigger.

Translate each applicable term into an operational control, evidence record, owner, and release gate. Where interpretation matters, obtain qualified legal advice.

A checklist is not legal clearance. It prevents the product, engineering, security, procurement, and content teams from silently assuming that another function reviewed the terms.
