Decision
An operating-system upgrade should be adopted, deferred for a dated reason, or replaced with a supported device plan. The decision must balance security support, hardware eligibility, application and accessory compatibility, critical workflows, accessibility, storage, backup coverage, downtime, management policy, and recovery.

Timing rule
Security updates should not be casually delayed for feature preference. Apple maintains a dated security releases record and says current software carries the latest protections. A managed organization may need staged deployment, but the defer decision needs an owner, compensating controls, deadline, and exception evidence.
Apple's current update instructions say to back up before installing. The backup methods page also shows that iCloud and computer backups cover different data and that some information is synchronized rather than included in a device backup.
Recovery limit
Backup existence is not the same as recoverability. Confirm the date, scope, credentials, encryption key or password, available storage, and restore path. Apple notes that iOS, iPadOS, watchOS, tvOS, and visionOS generally cannot be downgraded after installation, so "rollback" may mean restore, replace, or wait for a corrective release rather than return to the prior OS.
