A public release evaluation freezes the tested version and records intended users, foreseeable bystanders, access, data, identity, content, security, moderation, reporting, incident, shutdown, and ownership boundaries.

Testing includes representative tasks, unsupported claims, prompt injection, sensitive-data requests, harassment, impersonation, vulnerable-user scenarios, multilingual behavior where offered, malformed inputs, rate abuse, reporting, correction, and shutdown.

Passing a fixed test set does not prove future safety. Release is a residual-risk decision with named owners, monitoring thresholds, a kill path, and a reevaluation trigger.
