Stablecoin Payment Workflow Evaluation Framework
Scope gate
The proposed workflow must name the legal entities, customer, countries, currencies, amount, frequency, product, asset, issuer, chain, wallet, custody model, processor, conversion path, settlement destination, and business purpose.
Control map
Eligibility, onboarding, identity, sanctions, fraud, address screening, transaction monitoring, source of funds, limits, key management, approvals, vendor access, data retention, incident response, and reporting need accountable owners.
The team must trace funds and data separately. A processor can handle some controls without removing the business's contractual, legal, accounting, consumer-protection, or supervisory responsibilities.
Test plan
The happy path should cover quote, payment, confirmation, merchant credit, conversion, payout, and reconciliation.
Failure tests should include wrong asset, wrong network, insufficient amount, excess amount, expired quote, wallet rejection, delayed confirmation, chain outage, screening hold, issuer or liquidity event, duplicate event, webhook delay, refund to an exchange address, key compromise, and processor outage.
Decision record
Evidence should include current documentation, contracts, fee schedules, product eligibility, legal analysis, accounting policy, tax analysis, security review, sanctions review, incident exercise, customer support scripts, monitoring, limits, fallback rail, exit plan, and named approval owners.
Technical success alone does not authorize a pilot. A pilot is ready only when all required accountable functions approve the bounded corridor.
