Synthetic Media Disclosure Policy Boundary

Editorial method

A useful voluntary disclosure answers four questions in ordinary language. It says what the audience is seeing or hearing, what AI materially generated or changed, which human and source contributions remain, and what evidence supports any real-world claim.

That editorial method does not determine legal compliance.

Current platform example

YouTube's current help page requires creators to disclose photorealistic content that was meaningfully generated or altered with AI, including realistic scenes that did not occur and depictions of real people doing things they did not do. It distinguishes those uses from nonrealistic or minor production assistance.

YouTube may also carry forward certain C2PA signals. Platform labels, written creator disclosures, and underlying provenance records should be treated as related but distinct layers.

European Union timing

Article 50 of Regulation (EU) 2024/1689 contains transparency duties for certain AI-generated or manipulated content. The European Commission's July 20, 2026 guidance says the relevant Article 50 obligations apply from August 2, 2026.

The regulation and guidance include definitions, roles, scope conditions, exceptions, timing, machine-readable marking duties, and clear-disclosure duties that cannot be reduced to a universal sentence in a creator template.

Rights and truth

Disclosure does not supply consent, license a likeness or voice, clear copyrighted source material, prevent defamation, protect privacy, prove factual accuracy, or satisfy every platform and jurisdiction.

The publishing organization must identify the people, assets, contracts, territories, audiences, platforms, and claims involved. It should obtain qualified advice when the use or distribution creates material legal risk.

Release gate

The public disclosure guide may present a conservative editorial record and clearly dated platform examples. It must remain in editorial and legal review until the August 2, 2026 EU application date and release-day platform rules have been checked by a qualified reviewer for the intended distribution.
