Comparable quote

A comparable travel quote needs the traveler count, dates, duration, neighborhood, room type, occupancy, quality, cancellation term, booking lead, tax, mandatory fee, payment timing, currency, exchange-rate source, exchange-rate date, and card or conversion cost.

The same rule applies to transport, food, activities, connectivity, insurance, and contingency. A remembered street-food price and a current full-service restaurant quote do not support a city ranking.

Currency boundary

A reference exchange rate is not necessarily the rate a traveler receives. The European Central Bank explains that its reference rates are informational averages and do not necessarily match actual transactions:

The budget should record the actual card, bank, platform, or cash-conversion rate and fee separately from any reference rate.

Total-price boundary

Accommodation needs the final payable total, not the first nightly headline. Transport needs airport journeys, ordinary movement, passes, pay-as-you-go, luggage, accessibility, and late-night backup. Food needs a realistic meal pattern. Activities need the official date-specific price and reservation rule.

Insurance cost is separate from the deductible, uncovered amount, required advance payment, and evacuation boundary. Contingency should reflect rebooking, delay, replacement, health, and currency movement.

Range and refresh

Use low, expected, and high scenarios. Preserve the quote URL or source, capture time, currency, assumptions, and expiry or refund terms. Refresh before any nonrefundable commitment.

The result is a dated trip budget. It is not a permanent cost-of-living comparison.
