Identify the speaker, place, date, setting, language ability, expectations, and sample.

Ask what the statement can establish directly.

Find the responsible institution when the claim is actually about a venue, operator, or law.

Seek relevant local perspectives for a convention. Preserve variation by location, generation, group, and context.

Rewrite the claim so the evidence class is visible.

"The train was quiet during my rides" is a personal observation.

"Passengers must follow this operator rule" requires a current operator source.

"Japanese people are quiet" is an unsupported generalization.

Official sources can establish procedures within their remit. They do not establish the inner character of a population.

Personal stories show possibility and meaning. They do not establish prevalence.
