Research Note: Return-to-Work Boundary and Re-entry Model

Question

The public guide begins only after the reader and appropriate professionals have determined that a return is suitable. Its job is to rebuild an accurate operating picture, not decide medical readiness, leave eligibility, disability status, or accommodation.

Current federal boundary

The Department of Labor FMLA process explains notice, eligibility, certification, designation, protection, and return under the federal Family and Medical Leave Act. FMLA applies only when the employee, employer, reason, timing, notice, and other facts satisfy the law.

The Department's March 2025 employee-protections fact sheet says eligible employees of covered employers have protected leave for qualifying reasons and generally return to the same or a virtually identical position. It also recognizes intermittent or reduced-schedule leave when medically necessary under the Act.

The Department's medical-certification fact sheet says an employer may require a fitness-for-duty certification in defined circumstances if it gives the required notice. State or local law and collective bargaining agreements may also govern.

The EEOC leave and accommodation guidance explains that leave, altered schedules, breaks, telework, or reassignment can be possible accommodations for a qualified person under the ADA, subject to individualized facts and undue hardship. It also says a blanket "100 percent healed" rule can violate the ADA when a person can perform the job with or without reasonable accommodation.

These sources establish a federal context, not an answer for a particular worker. Employer policy, state and local law, union agreements, industry regulation, job safety, and individual facts may change the result.

Operational re-entry model

The Venture Step synthesis has five parts.

PartOperating questionOutput
Return boundaryWhat schedule, restrictions, documentation, privacy boundary, and check-in have been agreed?Confirmed starting conditions
Change scanWhat decisions, deadlines, owners, risks, and assumptions changed during the absence?Dated change record
Commitment rebuildWhich items are still active, completed, reassigned, obsolete, blocked, or unowned? One current work inventory
Priority agreementWhat must happen first, what can wait, and what will not restart yet?Explicit sequence and non-goals
Short review loopWhat did actual capacity and work reveal after one or two days?Adjusted load and next check-in

The model deliberately avoids asking for diagnosis. A manager usually needs the work boundary and agreed process, while human resources or another authorized function may handle required medical documentation.

Editorial use

The guide should reject the instruction to "catch up on everything." Absence changes the system. Some work is complete, obsolete, or owned by someone else. Reconstructing current truth is more responsible than processing the oldest message first.

The page should state that a successful first week is not zero backlog. It is a safe and lawful return boundary, accurate ownership, explicit priorities, restored communication, and a review point.
