The civic guide should help a resident use limited time before a hearing or comment deadline. It must identify records and decision makers without pretending that every jurisdiction follows the same process.

What the sources establish

The Virginia JLARC report shows why project records need more than a parcel map. Its review addressed electricity demand, rate scenarios, water, reclaimed supply, land use, proximity to residences, noise, construction, economic effects, tax incentives, and state and local authority. It recommended clearer authority for water estimates, preapproval sound studies, and low-frequency noise controls.

Fairfax County's adopted amendment provides a concrete public-record example. The county established building and equipment setbacks, screening and design requirements, and pre- and post-construction noise studies. The numbers are local rules, not universal standards.

The EPA data-center air page explains that stationary turbines and engines used for primary or backup power can be subject to federal performance and hazardous-air-pollutant standards. State and local air agencies issue most data-center air permits. EPA's Clean Air Act Permitting System can help locate New Source Review and Title V permit actions submitted by participating authorities.

The Department of Energy Tribal FAQ is explicit that not every project fits every location or community. It connects site evaluation with land, generation, water, fiber, legal authority, utility arrangements, contracts, workforce, and local goals. Tribal sovereignty and authority must not be reduced to ordinary municipal procedure.

Review sequence

The resident should first identify the exact decision. A zoning change, special-use permit, utility rate case, air permit, water agreement, incentive approval, and service contract have different records, decision makers, deadlines, and appeal paths.

Next, establish project identity. The record should show the legal applicant, property owner, operator, utility customer, affiliates, parcel, campus phases, building area, requested power, expected annual energy, water source, cooling method, generators, construction schedule, expansion rights, and closure plan.

Then connect each claim to a record. A promise of no household cost belongs beside the tariff, cost-of-service study, facilities agreement, and commission order. A low-water claim belongs beside peak and annual withdrawal, consumption, potable and reclaimed volumes, drought conditions, discharge, and utility capacity. A quiet-operation promise belongs beside baseline, modeled and post-construction sound studies, operating conditions, complaint process, and remedy.
