The explainer must separate a credible new-supply plan from an annual accounting claim.

What the sources establish

The IEA physical-supply analysis projects that renewables will meet a large share of added data-center demand, while fossil generation remains important in the near term. It explicitly analyzes the fuel mix physically serving facilities rather than operators' contractual portfolios.

The Department of Energy says meeting large new loads can involve additional clean generation, storage, existing nuclear and hydropower, grid expansion, efficiency, demand resources, and newer firm technologies. A credible project plan can combine resources. A single power-purchase agreement does not by itself describe reliability, transmission, or every hour of supply.

FERC Order No. 2023 changed generator interconnection toward cluster studies, readiness requirements, and more standardized procedures. The rule confirms that a proposed generator must clear a real interconnection process. A signed commercial contract is not proof that the resource is built or deliverable.

The United Nations 24/7 Carbon-Free Energy Compact defines the goal as matching consumption with carbon-free energy every hour and everywhere. Its principles emphasize hourly matching and local or regional procurement. The Compact is a voluntary framework, not a finding about a particular facility.

Disagreement and uncertainty

"Additional" can mean financially causal, newly built, incremental to a regulatory baseline, or simply contracted after a load appears. Public copy should state which meaning is being used.

Annual matching can support renewable development and emissions accounting while leaving hourly mismatches. Hourly matching can reveal those gaps but does not itself prove that electricity can move through the network to the facility or that enough firm capacity exists during stressed conditions.

Storage shifts energy but must be charged. Demand flexibility reduces or moves load but depends on the workload and operating agreement. Backup generation may support reliability while adding local emissions. Every claim needs a time, location, technology, commercial status, interconnection status, delivery path, and fallback.

Editorial use

The public guide should walk a claimed resource through development, finance, permitting, interconnection, transmission, operation, matching, and backup. It should distinguish accounting, physical supply, and reliability.

The governing disclosure sentence is: identify what is new, where it connects, when it operates, how it reaches the load, what covers unavailable hours, and which party carries delay and cost risk.
