The Venture Step editorial form expands that into Outcome, Context, Constraints, Verification, and Complete. This is an operating format derived from the source and current practice. It is not claimed as a universal Google or OpenAI standard.

A goal should not silently authorize publication, spending, outreach, deletion, external messaging, or sensitive data access. Those authorities must be explicit and independently verifiable.
