California rate boundary
California finalized a net-cost-of-reinsurance regulation in December 2024:

The Department links catastrophe-model or reinsurance-cost use to coverage commitments in wildfire-distressed areas. The exact regulation, filing, allocation, approval, and commitment control. A press release is not a substitute for a current legal or actuarial review.
FAIR Plan separation
The FAIR Plan's own reinsurance, reserves, and member-insurer assessment are separate mechanisms. Commissioner's Order 2025-1 approved a $1 billion assessment after the January 2025 losses.
No public page should treat an assessment as reinsurance, one confidential treaty as a market standard, or reinsurance expense as the sole cause of a consumer rate.
