Citizens Property Insurance Corporation

Citizens Property Insurance Corporation is Florida's residual property insurer. It is a not-for-profit government entity created by the Legislature to provide eligible property owners a coverage path when they cannot obtain qualifying insurance in the private market.

Citizens is commonly called Florida's insurer of last resort. That phrase describes its market role, not one uniform policy or automatic right to coverage.

Citizens' organization page says it provides property insurance to people who are entitled to obtain private coverage but cannot do so. It also describes a mission of supporting access, stabilization, and market competitiveness.

Current eligibility

Citizens' Get a Policy page says a new policy may be written when coverage is unavailable from a Florida-authorized insurer or when an authorized insurer's comparable premium is more than 20 percent higher than Citizens.

The comparison is not premium alone. The current support record tells agents to consider policy forms, coverage amounts, exclusions, and mitigation credits. Other underwriting, property, inspection, and statutory conditions still apply.

The Clearinghouse helps determine eligibility and identify private-market options. An offer can affect new-business or renewal eligibility under current law and program rules.

Products and coverage

Citizens' personal policy page lists forms for site-built homes, condos, manufactured homes, rental properties, renters, and wind-only coverage in eligible areas.

The forms are not interchangeable. Citizens warns that its HO-8 form covers named perils with significant exclusions and may not satisfy every mortgage requirement. Wind-only coverage does not replace all-peril property insurance.

A policyholder should review covered property, perils, water, wind, flood, liability, limits, valuation, deductibles, and additional living expense in the actual form.

Assessments and catastrophe funding

Citizens says premiums fund the organization, but Florida law can require assessments after a deficit caused by severe losses. Its assessment guidance should control the current sequence, bases, and affected policyholders.

Assessments are one part of the capital structure. Surplus, reinsurance, catastrophe bonds, the Florida Hurricane Catastrophe Fund, policy terms, and event losses also matter.

Market position in 2026

Citizens reported in March 2026 that its policy count was 336,000, down 76 percent from an October 2023 peak of 1.41 million. Its rate announcement also reported approved statewide average reductions for certain 2026 personal-lines rates.

These are Citizens' figures and interpretations. A lower policy count can reduce assessment exposure, but a full market evaluation also needs private-carrier solvency, coverage quality, prices, takeout results, claims performance, and consumer access.

Evidence boundary

Official Citizens sources establish its public purpose, current eligibility summary, forms, assessment authority, and reported 2026 position. They do not guarantee that a property qualifies, that Citizens is cheaper on comparable terms, or that Florida's market has permanently stabilized.
