In Open Source AI Is the Path Forward, Mark Zuckerberg argues that Meta benefits when an ecosystem produces tools, infrastructure, silicon optimizations, services, and integrations around Llama. The letter also says selling model access is not Meta's primary business model.

Those are explicit first-party claims about Llama. They do not prove that every Meta research release follows the same plan or creates the same economic effect.

Testable ecosystem mechanisms

An external analysis can inspect whether a release attracts sustained developer use, improves complementary products, establishes interfaces, supports distribution, creates a two-way learning loop, or contributes to value capture elsewhere.

The counterevidence matters. Low maintenance, restrictive licenses, missing artifacts, fragmented interfaces, weak adoption, isolated research, or benefits captured mostly by competitors can weaken the ecosystem thesis.
