Category

Microsoft's May 20, 2024 launch record introduced Copilot+ PCs as a Windows 11 hardware category with an NPU exceeding 40 TOPS, at least 16 GB of memory, at least 256 GB of storage, and new Windows experiences.

Copilot+ PC was not one device. It launched across Microsoft Surface and partner hardware. It was not a rebranding of ChatGPT, and the Copilot key or Microsoft Copilot interface did not prove that a particular task ran locally on the NPU.

Microsoft's current developer guide lists Qualcomm, AMD, and Intel Copilot+ PC hardware and explains that feature support varies.

Launch claims

The launch page compared selected Snapdragon X Elite systems with selected Apple M3 systems and cited disclosed test conditions. The E018 outline simplified those results into a general speed claim. Public content must retain the workload, configuration, date, test owner, software, power state, and comparison boundary.

Current Microsoft claims and disclosures demonstrate why battery and performance language needs the exact claim and test conditions. The values changed after 2024 and are not interchangeable.

NPU boundary

TOPS is a theoretical throughput measure under specified numeric operations. It is not application latency, output quality, battery life, memory capacity, software compatibility, or proof that an application uses the NPU.

The useful evaluation traces one task through the actual model, runtime, precision, accelerator, memory, software, fallback path, and power condition.

MLCommons' current MLPerf Client benchmark supplies a transparent cross-platform method for selected local LLM workloads and requires quality thresholds. It does not represent every application or make one computer universally better.

Record boundary

The launch record can preserve the category, original claims, partners, requirements, and feature map. Current buying advice must be device-specific and based on independent, reproducible workload testing.
